My article, titled “Rebuilding Peace through the Empowerment of Justice in Conflict-Affected States”, is available online in Heinonline. This paper, in addition to the effort and achievements of the United Nations, aims to clarify various factors conducive to repercussions of the past conflict from one side and responsive capacity reconstruction measures on the other side. Dr. Kutlay Telli

After his graduation from the Faculty of Law in Ankara, he received his second master’s degree from the Leicester University Faculty of Law, UK in 2008. He delivered lectures in Fordham School of Law in the USA. He completed his dissertation research for an associate professor degree in New York. He speaks Turkish, French and English very fluently. 

He has extensive experience in different branches of public and private international law. He has been engaging in legal matters within the framework of national and international firms and institutions such as the Turkish Council of State and the United Nations for 15+ years.      

He wrote four books and numerous articles in journals with referees (in English and in Turkish) dedicated to existing and emerging legal challenges and their effective solutions.

International Protection Status of Foreigners

                        Dr. Kutlay Telli  Foreigners face underlying challenges because of living and working conditions. Particularly, complicated administrative procedures are carried out for the acquisition of a visa, residence or work permits. Moreover, there are specific regulations dedicated to protecting aliens who do not have any conditions for such permits. The main intention of my article is to evaluate the implementation of the Turkish legal framework on international protection status of foreigners. In doing so, the available research will not ignore further assessments about globally recognized principles enumerated in the United Nations instruments. A Critical Analysis of the Singapore Convention
